LIBERTY Dental Plan HMO dental plans are provided to California Residence and their dependents up to and including the age of 17 years old. Full Time Students 18 to 23 years old qualify as dependents with proof of Full Time Student Status (12 credits or more.) Full time student status must be provided before a plan is activated.
