and uniquely positioned in the dental plan administrators space.

demand to remain price competitive.
Since its inception, LIBERTY has felt that there is
a disconnect between members’ overall health and their oral
health. With this in mind, LIBERTY Dental has been at the forefront
of developing and implementing oral health disease management
programs.
Our mission is and has always been to be more than
just a claims clearinghouse. LIBERTY uses its technology to develop
innovative programs centered on appropriately increasing utilization and
improving the overall oral health status of its members. In
California, LIBERTY’s statewide average access scores are above of
50% for 2006 utilizing the same measurements as
Connecticut.
While LIBERTY’s core administrative services are
based in the highly competitive and regulated California marketplace,
LIBERTY is in the process of expanding its operations both regionally
and nationally. In Connecticut, with its regional headquarters
in North Haven, LIBERTY is developing a statewide network of dental
providers qualified to serve the Medicaid population.
- LIBERTY was founded and is directed by
dentists.
- LIBERTY prides itself on delivering quality
customer service resulting in 90% first call resolution (see graph
below) which is attributed to experienced customer
service reps with prior dental office backgrounds (i.e.,
dental assistants).
- LIBERTY relies upon its technology
driven infrastructure; a single source database, that allows
real time access for the State officials to monitor performance and
provide oversight.
- LIBERTY has had a local presence in
Connecticut for the past year; local office in North Haven,
developing a Medicaid dental network through local dental experts.
LIBERTY’s local and corporate management team meets regularly with CT
dental community representatives to identify and resolve issues.
- LIBERTY enables dentists to submit
pre-authorizations and claims online for instant
auto-adjudication and prompt payment.
- LIBERTY’s Management Information System (MIS)
allows dentists to a real time access for benefit and
eligibility information; online and IVR (Automated phone
response) 24 hours a day.
- LIBERTY’S member advocates are assigned
beneficiaries at enrollment and monitor their utilization to ensure
members receive the appropriate care within a predetermined
time-frame. Member Advocates, when necessary,
arrange appointments and transportation to dental offices as well as
follow-up care when called for they work with dental offices and
members to ensure appointments are kept, thereby minimizing
the number of missed appointments.
- LIBERTY’S credentialing process
is designed to ensure that we meet all state, federal and NCQA
requirements in a manner that is the least burdensome as possible.
This includes a sixty (60) day maximum turnaround time for
credentialing approvals, utilizing standard credentialing
forms, when possible accepting credentialing material
electronically and when necessary assigning staff to work with an
office to assist in completing all credentialing materials.
- LIBERTY’S Utilization Management
program allows dental office online access to determine real
time eligibility, submit claims, submit authorization requests
electronically and receive prior authorizations on selected procedures
the same day. These and other features save office
administrative time while guarding against possible fraud and ensuring
that members are receiving appropriate treatments.
- LIBERTY’S Disease management
programs work to integrate members overall and oral health.
These include notification of members’ PCP whenever major oral health
procedures are performed, integrating oral health into pre-natal care
programs to help reduce the incidence of low birth weight preterm
babies and helping to educate non oral health providers on the
importance of good oral health.
