LIBERTY is uniquely suited to work directly with the State of Connecticut because of its understanding and experience with the underserved Medicaid population as a CA State Licensed Specialized Dental Plan.  Specializing in administering prepaid dental government programs, LIBERTY currently contracts directly with state and local governments serving as their dental service contractor for their eligible beneficiaries.   LIBERTY’s current direct contracting arrangement with the Department of Health Care Services in California and the Counties of San Francisco and Santa Clara require LIBERTY to meet performance standards in the forms of guarantees or be subject to capitation withholds.

LIBERTY’s expertise includes:

• Outreaching to beneficiaries, pursuant to state guidelines and providing culturally appropriate services such as translation and transportation services;
• Maintaining a sufficient network in size, scope and breadth of qualified dental providers to guarantee an appropriate level of access, consistent and timely appointments and credentialing assistance;
• Managing financial risk using sound actuarial principals and A priori and de facto provider compensation arrangements;
• Meeting government compliance standards in key areas of dental program performance and data reporting standards;

LIBERTY Dental is willing to meet certain performance targets as a proxy for payment such as:

• Dental service access standards
• Network size and location requirements
• Member and provider satisfaction expectations
• Timely and accurate reporting requirements
• Administrative service standards (timely claims payments, explanations or denials, and electronic access to LIBERTY’s systems.)
