Jian Yu

Chief Financial Officer and Chief Actuarial Officer
Heather is responsible for the performance and strategic direction of LIBERTY’s state Medicaid
business. Heather joined LIBERTY in 2018 and previously served as Vice
President of Government Relations and as President of LIBERTY Dental Plan
of Florida. Prior to LIBERTY, Heather served in Governor Rick Scott’s
administration as his Deputy General Counsel within the Executive Office of
the Governor and Chief of Staff for the Florida Department of Children and
Families. Heather has also practiced law in the private sector.

Heather holds a Juris Doctorate from the Florida State University College of Law. She received
her Bachelor of Arts in Political Science and International Studies from the University of Miami in
Coral Gables, Florida.
Jian Yu joined LIBERTY as Chief Financial Officer and Chief Actuarial Officer in December 2023, bringing to LIBERTY a wealth of financial and actuarial executive leadership experience from her more than 25-year career in the healthcare industry, along with extensive experience in strategic planning, risk management, actuarial pricing, healthcare trend management, and advanced analytics.
 
In her most recent position, Jian served as Vice President, Associate Chief Actuary for Markets outside California at Kaiser Permanente, America's leading integrated health plan, where she oversaw the core actuarial services and the health plan analytics functions for all markets outside of California, including strategic planning, pricing, valuation, product development, healthcare economics and analytics insights.  Prior to that, Jian served as Senior Vice President and Chief Actuary at Priority Health, the third-largest provider-sponsored health plan in the country, in addition to senior leadership roles at Milliman and WellCare Health Plans.
 
Jian received her master’s degree from the University of Wisconsin—Madison, and a bachelor’s degree in mathematics from East China Normal University in Shanghai.
