Liberty Dental Plan creates a dedicated toll-free number following state of emergency proclamation for Tropical Storm Rachel impacting multiple counties Issued on October 15, 2026
On October 15, 2026, Governor Newsom issued a State of Emergency Proclamation for Tropical Storm Rachel. Tropical Storm Rachel hit many counties in Southern California, including Imperial, Los Angeles, Orange, and San Diego Counties. The storm brought strong winds, heavy rain, dangerous surf and rip currents. Along with high tides and large waves, it created unsafe beach conditions, moved a lot of sand, and wore away the coastline.
On October 11, 2026, the National Weather Service put out a flash flood warning for parts of Southern California, and a Coastal Flood Advisory stayed in place through October 13, 2026. The storm also damaged beaches, roads, and important infrastructure. It made travel dangerous and caused flooding and road problems across the region.
As of this date, Liberty Dental Plan (Liberty) has not been impacted by this incident. The Plan does not expect to have any issues with our regular day to day operations. We will continue to be available to members. This includes after hours and on the weekend. We are sharing our availability to potentially impacted enrollees through this press release on our website.

This policy applies in the event of any state of emergency declared by the governor and health emergencies declared by the State Public Health Officer. Liberty will comply with guidance issued by the Department of Managed Health Care (DMHC) related to the emergency.
