Lindsay brings 14 years of experience in health and human services policy, budget, and administration, with subject matter expertise in Medicaid, dental services, managed long-term services, acute care, alternate payment models, design services for persons with intellectual and developmental disabilities, and child welfare. For the last five years, she has built a health and human services consulting practice, working with dozens of health care providers, health plans, and state agencies across the U.S. Prior to this, Lindsay worked as a budget and policy analyst for the Texas Legislature, authoring 14 published legislative reports with recommendations to improve the effectiveness and efficiency of Texas state government operations.

Lindsay holds a Masters degree in a Public Affairs from the University of Texas at Austin and graduated summa cum laude from Wake Forest University. Lindsay is a 2002 Harry S. Truman Scholar and AmeriCorps alumni. Lindsay resides in Austin, Texas with her husband and their sons.
